WHEREAS, It is necessary for the municipality of the County of Welland to appoint the High School Trustees for each of the high schools within incorporated towns in said county, to fill the vacancies about to occur in the boards of such towns; And whereas, it is necessary for the municipality of the County of Welland to appoint two High School Trustees for high schools situate elsewhere than in incorporated towns, to fill the vacancy about to occur in such boards: Therefore, the municipality of the County of Welland enacts, and it is hereby enacted, that for the high school situate in the Town of Welland, David McEwing shall be High School the Town Trustee; that for the high school situated in of Thorold. A BY-LAW to Authorize the Warden of the County of Welland to Borrow a sum of Money. WHEREAS. Information has been received from the county treasurer that in his opinion it will be necessary to use for county purposes, before the first day of June com- ing, the sum of seven thousand dollars, or thereabouts; And whereas it is necessary and expedient to provide by by-law for any deficiency that may arise; Therefore be it enacted, and it is hereby enacted, that the Warden is hereby authorized to make any necessary loan to meet the requirements of the county that may exist between now and the June session. AN ACT for the appointment of Valuators of the County Lands. WHEREAS, It is necessary and expedient to appoint two persons, members of this council, as Valuators of County Lands; • And whereas there still remains unsold in the Town- ships of Humberstone and Wainfleet, about 7000 acres; And whereas drainage will be going on from time to time, thereby increasing the value of said lands; And whereas the value of lands vary from situation, and it is advisable to sell the lands at as good a price as can be obtained; And whereas in the opinion of this council it would be beneficial to the county, and would be more acceptable to the applicant for purchase if a price could be given at once upon application: Therefore be it resolved that Messrs. Lattimore and Furry. be, and they are hereby appointed, Valuators of County Lands, and that all applications made to this county shall be referred to the said Valuators, who shall have hereby authority to establish the price of all sales of Marsh Lands, and the said Valuators to report from time to time what they may do in the premises. Hershey, Esq., Warden of the County of Welland: SIR,- I have the honor to submit my Annual Report of the number of schools under my jurisdiction, for the year 1878: The number of schools in rural sections was " .81 3 incorporated villages........ Additional departments in rural sections and incorporated villages....... 8 County Model School (as training institution)... 1 Additional departments...... 2 Total .95 School Accommodations.-In regard to school houses, we have now a large proportion of excellent buildings, suit- �59 ably furnished and supplied with the necessary requisites. During the year three new school houses have been erect- ed; other new ones are in contemplation, the erection of which has been delayed by the stringency of the times, but I trust to see several proceeded with during the present year. The school lots in several sections have been enlarged and otherwise improved. The school rooms are generally kept clean, and the premises in order; in some instances everything is as it should be; in a few others, owing to the want of a habit on the part of the teacher to examine the premises regularly, some want of order is observable; these instances, however, are exceptions, and where every teacher has adopted the habit to which I have referred, they will, I think, entirely disappear. I am glad to be able to report a creditable endeavor on the part of the trustees of several sections to ornament the school grounds, and render them pleasant and attractive, by planting shade trees. In a few instances are flower beds under the care of the pupils. I have also to refer to the attention given by a number of teachers to improving the appearance of the school room, and rendering it cheerful, home-like and tasteful, by cultivating a variety of house plants, and suspending from the walls a number of well executed engravings, and also mottoes and moral sentiments in neatly elaborated letters and framed. all, These besides being ornamental, have a beneficial effect upon the pupils, and tend to improve and refine the taste and the sentiments. Our best schools exhibit a highly satisfactory state of proficiency in the various subjects of the Pub- ' lic School curriculum, especially in the essential subjects; in others a very fair standing is reached; in some others, however, the defects in our school system are very mani- fest, the evils to which I refer being chiefly traceable, I think, to a constant change of teachers, and the system of school section divisions. During the year I held several section meetings, for the purpose of considering the township system, but found that even the weakest sections preferred their individuality to casting in their lot with the Township. The 11 Board. .54 Model School is conducted by one firstNormal School certificated teacher, one second class do., and one first class old County Board. The number of teachers in training at the County Model School during the year was 20. receive In order that they might as good a training and have as much practice in teaching as a session of two months at a Model School with a staff of three teachers would allow, the Board of Ex- aminers divided the teachers in training into two sections, appointing one section for each session. As it is the teacher that makes the school, any improvement in our staff of teachers must be with satisfaction, and I have to note noticeable regarded with pleasure the �.69 intelligent and systematic manner in which our newly certificated work, evincing, as teachers enter upon their they do, an acquaintance with teaching and management which, without special training, they might be years in acquiring. Libraries. We have a few excellent school well managed and largely patronized. libraries, In the majority of sections, however, they have not yet been established, but the number is gradually increasing. School section librar- ies are a part of our educational system, which, without them, will not be complete. An outlay of a few dollars every year in supplying the section with good reading matter would not be burdensome, and it would afford an important means of improvement. B., Minister of Public Works for the The Memorial Dominion of Canada: of the Corporation of the County of Welland, HUMBLY SHEWETH,- That the Minister of Public Works saw fit, in pursuance of the enlargement of the Welland Canal and the construction of a new aqueduct, at the Town of Welland, to direct that a new bridge should be erected across the Welland Canal, at Welland, some distance south of the present bridge. That your memorialists consider in the safety of the traveling public that it is very desirable that a foot bridge be constructed therewith. That your memorialists consider that the advisability of the addition of the foot bridge has simply to be mentioned to see the necessity of the same. That the bridge is located in the centre of the town and consequently great traffic thereover. MEMORIAL TO Carried. THE MINISTER OF PUBLIC WORKS RE "COOPER'S MILL." To the Honorable Charles Tupper, C. B., Minister of Public Works for the Dominion of Canada: The Memorial of the Corporation of the County of Welland, HUMBLY SHEWETH.- That on the fifteenth day of August, A. D., 1878, the Minister of Public Public Auction, situate on Works saw fit to authorize the sale by with other buildings, of the grist mill the west side of the aqueduct, and Welland Canal, near the known as the Cooper Mill, in the town of Welland. That such sale was made subject to removal by the purchaser. That the prosperity of the said town is materially affected by the closing of the said mill, and the absence of a market in the town for the grain produced in the sur- �68 rounding country incident upon the closing of the said mill. That your memorialists are informed and believe that in the event of permission being granted to the owner there of to allow the said mill to remain upon its present site, that steam power will be put therein and a grain market established which would be a great boon to the county at large. That your memorialists are assured and believe that the said mill stands at least ten or fifteen feet from the limit of the bank of the new canal as shown by the plans of the Welland Canal Enlargement, and cannot, therefore, affect the construction or operating of the said new canal. Your memorialists, therefore, humbly pray that you may be pleased to take the foregoing facts into consideration, and grant to the said purchaser permission to leave the said mill on its present site, which will confer a great benefit, not only on the said town, but on a great portion of the county. To the Warden and members of the County Council of the County of Welland: We the undersigned owners of county lands in the township of Wainfleet humbly pray that our request may be granted. The county lands were sold on condition that the coun- ty should give proper draining: and whereas the Govern- �71 ment has relieved the county of a large sum of its indebtedness for said lands with the understanding that the money should be spent in the draining of said lands, It is our opinion to enlarge the "Tap Drain," commencing at the Feeder, going south to main drain, thence west connecting with Daily ditch, thence south to main drain going west, thence west as far as may be required to drain. county lands. As this route is the natural water course, as the said ditch passes through and along all county lands in this section it will give an outlet to all the lots and be the means of opening convenient roads to our lands. " for " 11 days work on do. at $1.00....... 10 150 $19.00 To the Warden and Councillors of the County of Welland, in Council assembled: GENTLEMEN : The above account is for work done on the back southside ditch, of feeder, east of Marshville culverts, on lots 16 and 17 in 4th concession of Wainfleet. The said back ditch was much filled up and prevented the flow of water from the county lands, on which there are several settlers who were suffering very much by the overflow of water. I had reported upon it from time to time during the past four or five years, and it was continually getting worse and had to be done or the settlers could raise nothing on their lands. Mr. Buchner, the Warden, said it ought to be done, and Mr. Lee, chairman of the Marsh Land committee, said if I thought it ought to be done to do it, as the settlers on the marsh tract had all cleaned out the ditch along their lands, but slides from the canal bank along lands never owned �76 by the county had stopped it up and the opening of which incurred the above expense, which I trust your honorable body will have the kindness to cause to be paid. WELLAND, January 31, 1879. The Municipal Council of the County of Welland: GENTLEMEN,- 1 beg to enclose herewith an account against your hon- orable body for damages sustained by Mr. James Pew, of Stamford, by reason of the town line between Thorold and Stamford being blocked with snow, whereby the public were obliged to tear down Mr. Pew's fences in order to get through. He states that his rails were broken, and his fences being open he was unable to use the fields for his cattle as he had been doing before. All he asks is reasonable compen- sation and he has therefore placed the claim at the small, amount of $25.00, which I trust will be at once paid by you. WELLAND, 31st January, 1879. CASE. A public highway and boundary line between two townships, in the County of Welland, is obstructed by snow drifts, and in order to pass along in the line of this highway persons have taken down fences on a farm adjoining, and passed through fields, thereby, as is alleged, doing damage to property and fences. Is the county liable for such damage? By section 496, Revised Statutes of Ontario, all township boundary lines, not assumed by the county council, shall be opened, main- tained and improved by the township councils, "Except in cases of bridges over rivers forming or crossing boundary lines between them." To the Honorable the Minister of Public Works, Ottawa: SIR,- I am directed by resolution of the County Council of the County of Welland, passed at the January session just closed, to draw the attention of the Minister of Public Works to a memorial of the County of Welland, passed in January, 1876, and forwarded as directed, in reference to a swing bridge across the canal in the Township of Humberstone, on the 4th concession-a copy of the memorial sent I enclose for consideration. A swing or a float bridge would seem to be an actual necessity, as for several miles no bridge is erected, and for school children on the west side of canal, particularly, is very inconvenient, consider-, ing that the G. W. Railway authorities have forbid any crossing over their bridge, and thereby necessitates several miles walk for school children, and also very inconvenient for the traveling public. To the Honorable the Minister of Public Works for the Do- minion of Canada, Ottawa: SIR,― I have the honor to submit for your information a resolution which was passed at last meeting of the County. Council of the County of Welland, requesting that a swing bridge may be constructed across the Welland Canal on the 4th concession of the Township of Humberstone. The lands on both sides of the canal in this neighbor- hood have been gradually brought under cultivation, and for many years the need of a bridge has been manifest. On the west side of the canal the lands lying between the Junction and the marsh lands have been approached by crossing the canal at the Junction bridge, and traveling southward along the west bank, but the present works of canal enlargement have completely closed this approach to the west bank, studded with dredges and derricks, which effectually close the towing path on that side, and a bank of clay is being thrown up, over which it is impossible to travel, thereby cutting off all communication ex- cept by crossing the canal to the roads on the east side. It is therefore requested that the Government will be pleased to construct a swing bridge at this point referred .to, that the improvement of a considerable portion of this county may not be retarded.
